No, they do not need to have separate quotes, but they would need to each individually complete an application for coverage. The completed application should be faxed to 1.412.782.2868.
With that said, you may wish to request separate quotes if they are not in the same age bracket (under 65 vs. 65 and over) or if they will be traveling to different countries (which may be on the excluded country list and would require an extra premium for coverage). This would give you/them a more accurate view of the premium costs prior to application.
